Best VPS-Provider in / near London?

WHAT I NEED

-I am looking for a reliable VPS (Virtual Private Server)
-Fast connection to the London Stock Exchange!
...but I am somewhat skeptical of specialized “trading-system” VPS-Providers ;-)
-I need maximum availability, particularly during the week!
...is there a test of VPS providers where i can see the availability!
-No updates during the week!!!
...the provider should make the updates e.g. on Saturday or Sunday morning
-Configuration also without beeing a expert!
-We need to install Windows Programms
-with a good price-performance ratio!


QUESTIONS

1.How can I measure the ping- and latency- times of such servers, “before ordering the vps”?

2.Does the provider performes the updates itself?

3.Starts the server automatically after a new update?

3.1.Which freeware programm can i use, so that my applications also start again -after a restart - even without a user being logged in the VPS?

4.Do I need guaranteed ram and processor performance?

You could ask somebody who has a vps from that provider already.

2.Does the provider performes the updates itself?

No, you're responsible for your server, being it a virtualserver or not does not matter. They'll only take care of any host updates. What you're looking for would be a managed server.

3.Starts the server automatically after a new update?

Depending on the type of update a restart might not even be required, but if it's indeed one that requires a restart: yes, the server will restart, not shutdown.

4.Do I need guaranteed ram and processor performance?

If timing is crucial: yes. A vps is a bad idea in that case anyways, as you'll have to deal with several possible bottlenecks. A dedicated server would limit those issues to bandwidth or component failure.
