Windows Server on SATA or SAS HDD?

i would say: depends on the size of the hds and the desired workload of the system.

(if you have 4sas-disks with each 128gb and 2 sata-hdds with each 8tb using the satas for windows might not be the best idea...)
 
Kick the SATA HDDs, put in 2x Sata SSDs and set up a Raid1 with them.
Use the SAS HDDs. They would offer more bandwidth for the SSDs (12 instead of 6Gbits/s), once the OS is loaded, there is however not so much need anymore for high OS bandwidth.
